The publication clarifies how observable system conditions, supporting evidence, and clearly bounded quality claims work together to establish a reliable view of infrastructure quality across the lifecycle. It reinforces a central IQI principle: quality must be demonstrated — not assumed — through verifiable evidence.

IQI has published Infrastructure Quality and Asset Worth — Why Function Realization Precedes Valuation (IQI IQW1), a conceptual paper exploring how infrastructure performance underpins the economic interpretation of assets. 
 

The publication explains that financial metrics are consequential signals emerging from an asset’s demonstrated ability to reliably perform its intended functions across the lifecycle. It reinforces a core IQI principle: financial results reflect infrastructure outcomes — they do not define quality

IQI has published the Infrastructure Quality Standards Framework, which defines infrastructure quality through Quality Factors, Indicators, and Outcome Criteria across the lifecycle.

 

The Core Standard and Context Guides apply this framework to real infrastructure assets, showing how factors, indicators, lifecycle context, and bounded quality claims relate.
